Thank you for you answer, 

however I had already tried mail.local but I guess I do something wrong. If I 
run: 

$ mail.local -S test.sieve

it just returns immediately without any error message and without waiting for 
input from stdin. If I run it with my username at the end (why should I do 
this if I run it as a user?) it returns an error: 

$ mail.local -S test.sieve jimis
blah blah
^D
setreuid(0, 1000): Operation not permitted (r=1000, e=1000)

So the question remains: Is there a program with procmail-like functionality?
