I have no problem with configuring on cygwin.
(1) Did you run autogen.sh from the main src directory before trying to
configure. You may be using an old configure. New cvs src requires that
autogen be ran.
./autogen.sh
(2) Also you'll probably need to
# Get ylwrap after running autogen.sh
cvs -d:ext:[EMAIL PROTECTED]/cvsroot/mailutils update -C scripts/ylwrap
