If they intend to *compile* Mailutils, they need not download anything except the distribution tarball. But if they intend to bootstrap from the Git version, then they do have to install plenty of other stuff to get Mailutils going: Automake, Autoconf, Bison, Flex, GNU M4, Texinfo, Gnulib, to say nothing about Git itself. Radius is but a tiny drop in that sea of other packages. However, I do agree that it is not so vital as the rest of them and would better not be required. When I have a couple of spare minutes, I'll hack the bootstrap script to make it download the radius.am file automatically, the way it already downloads gnulib. It will have to wait a bit though, as I'm pretty busy with the HEAD rewrite now. I'll let you know when I'm ready with it.
