I'm not quite sure what 'synchronizes' means in this context.  To make
sure we're on the same page:

1. By default movemail retrieves all mail from the source mailbox,
incorporates it into the destination mailbox, and, if successful
removes the mail from the source mailbox.  I assume that can be called
'moving'. 

2. If given the --keep option, movemail retrieves all mail from the
source mailbox, incorporates it into the destination mailbox, and
leaves the source mailbox unchanged.  That can be called
'synchronization', provided that the --uild option is also used (or
another mechanism is implemented to ensure each message is downloaded
exactly once).

I'm not sure what offlineimap does, but it seems you need the --keep
option.
