This means that it would be possible to make the mailutils package only for the very limited set of a subsidiary software, or only partially? E.g. LTS distribution RHEL7 / CentOS7 (release in 2014, with support until June 2024) now includes texinfo v5.1 - the whole class is lower. Hm... It may also explain why this package is included in so few distributions.
