I don't have any good ideas about your problem: I don't use Windows myself. You can try asking on the [EMAIL PROTECTED] mailing list; people more knowledgeable about the issues surrounding shells in GNU make for Windows read that list.
Otherwise all I can suggest is that you try a newer version of GNU make; the latest is 3.80.
