That's odd; I just did this earlier today, from scratch, and it worked
fine.  It seems like for some reason your "make update" step failed to
download the cs.po file from translationproject.org (but it obviously
got at least some of the other .po files).

Do you have a log of the "make update" step?  Can you see if there was
any error using wget to get cs.po?
