I don't know about the 1.6.25 release daye, but as parted and libparted is GPL, then you have indeed to comply with the GPL and provide the licence in all case together with the binary. You may chose one of two ways of making the source code available, either together with the binary (easiest this way), or provide a written (i guess this means as on real paper) offer valable for three year to give out the sources. I guess the first way is the easiest, and should be prefered.
