Hi.  That's always a tricky problem.  The authoritative place for
information about a particular piece of GNU software is supposed to be
www.gnu.org/software/<package>.

If you go to www.gnu.org/software/readline, you find links that will
resolve your questions: the distribution is there, all the patches are
there, and there is a link that will always download the current, fully-
patched version.
