When I look at the master branch there, I only see 3 commits after the
"Readline 8.0 patch 1" commit. But, when I look on the readline-8.1-rc3
branch, I see many more things. However, I wasn't sure if the -rc3
branch had all of the commits that went into 8.1.
It would be nice if readline used git more normally. Failing that, a
tag marking the commit that was used for the actual 8.1 release would be
good.
The reasons bash and readline use the approach they do are well-known and
have been covered numerous times dating from 2009 or so. I inherited the
git repository and its use of `master' to hold the current release version
and official patches, and just added the `devel' branches to track
development work.
Here's a representative email message describing the approach, this one
from 2011:

Thanks for letting me know about the missing tag for the readline-8.1
release in the `master' branch. I just added it.
