date bug

There appears to be a mis-applied feature bug in date.

Basically, %-r doesn't seem to honor the -

date +"%-I:%M:%S %p"
date +"%-r"

gives different results bewteen the hours of 1 and 9

I'm using Red Hat 6.1, but wasn't able to check the version number of
date.
