The authors should take a careful look at the pax format, which is POSIX-standard, backwards-compatible with tar, and has already been extended with almost all of the features they discuss. It's also already supported by GNU tar, bsdtar, star, and many other tar implementations.
They should also look at XAR, which is another existing format with very similar goals.
