[Bug-tar] Manpage in 1.28 does not list --skip-old-files / --warning=existing-file

Hi,

I noticed that the man page of tar 1.28 does not list the --skip-old-files 
option and extension to --warnings= to use --warning=existing-file. It's in the 
info page though.

Is this intended or a bug in the documentation?
