A backup that does not contain that info, and recovers it and applies them on recovery from some version of defaults that tar considers safe, isn't much of a backup. A full, bare metal recovery would, TBT, not be worth doing when you would need to track down and restore working ownership and perms to thousands of files is not something I would ever tolerate.
