What do people think of this idea? I don't know XML so I cannot
be sure whether the idea makes sense.

Texinfo, which is a richly structured markup language, is nearly
isomorphic to an XML language "XTexinfo" that is yet to be created
(AFIK).
If XTexinfo were at hand, it would be a relatively straightforward
matter to write translators under one of several standard frameworks,
such as XSLT or SGMLSPM (perl), from XTexinfo to many other formats
including LaTeX.
And someday my LaTeX-like markup interface for writing documents in
XML languages called GELLMU, now in prototype form, will appear.

The community could use a volunteer to write an XML document type
definition for XTexinfo.
