texinfo-4.0 build failure on aix4.1.5

When building texinfo-4.0 on aix4.1.5, I get the following :

Making all in doc
gnumake[2]: Entering directory `/usr/local/build/texinfo/doc'

texinfo.txi:639: Node `Copying' requires a sectioning command (e.g. @top).
...

Before I try to fix that myself, I would like to know :

Is that an already fixed bug ?

Is there a developpement version of texinfo accessible anywhere (preferably
in CVS form) ?
