I am amazed that you can usefully browse the web in something that
supports only HTML 2.0.  Good for you :).

    I would prefer fixing it in makeinfo.

The <a name="..."><li></a> name trick seems obscure, but I suppose it's
the way to go.  I wonder:

<a name="..."><a></a></a> ... Well, I suppose nesting <a> tags is
probably not allowed.
