As far as I could see, Emacs and the stand-alone Info behave the same in this case. What version of Emacs do you use? In any case, I think that such a menu is invalid: the entries should be unambiguous. (I understand that this is taken from the GNU Make manuals, where the actual entries are "vpath" and "vpath <1>".)
