Relative paths in arguments to the -I option do not work with -c, as
    -c uses a different directory to compile the input file.

It seems that there is code in texi2dvi (at least in texinfo 4.2, I
don't entirely remember when it was added) which tries to handle this
case.  I'll look into it again.
