That's an old question. ;-) My DocBook experiences are a little bit old, but it does contain "raw" and "cooked" bibliographies, which demonstrates the dilemma perfectly. Any DocBook-generating program has to make a decision. One can add switches, but there is no best solution. As far as Texinfo's XML output is concerned, well, it doesn't know whether it wants to be "cooked" or "raw".
