Texinfo should provide a means to distribute localised version of
info pages.
Agreed, and it has been discussed on many occasions before,
unfortunately without noticeable progress. It is not obvious how to
work out all the infrastructure. The directories are only a small part
of the question.
First I want to focus on making Texinfo a friendlier language for
writing non-English documents, itself a huge and long-overdue project.
Right now there are very, very, few non-English Texinfo documents, as
far as I know. Horse before the cart and all that.
