Is it really possible, or wanted? In texi2html (unless I am wrong), 
@macros (and @value) are not expanded in @FORMAT. As far as I can tell, 
there is no way to escape macro expansion in @FORMAT, that's why it seemed 
to me that there should be no macro and value expansion within @FORMAT.
