The bug is somewhere else, namely in Texinfo/Common.pm:2530:
sub enumerate_item_representation($$)

my $specification = shift;

if ($specification =~ /^[0-9]$/) {
return $specification + $number -1;
}
...
The specification is sent in from the converters, and contains the
first argument. But here only single digits are accepted.
I propose:
if ($specification =~ /^[0-9]+$/) {
this instead. (mind the +)
