    texinfo 3.1 from March 1993

I have 3.0 and 2.16, FWIW.  Maybe I should re-upload everything to
ftp.gnu.org.

(I also have older versions of texinfo.tex, but not the whole release.
The FSF might be able to scrape them up, but I doubt it matters.)
