For what it's worth, the same asymmetry can be found in TeX with \hbox:
abc
\hbox{one}
\hbox{two} three
one \hbox{two} three
one \hbox{two}
The third line here doesn't result in a single paragraph: the
paragraph starts at "three".
Although in the actual TeX output @image isn't treated like this,
making @image act the same way as \hbox here may be easy enough to
remember if the person writing the document has seen similar syntax in
TeX. There's a chance that there could be some other command that
could appear both inside or outside a paragraph that could be treated
the same way (I can't think of one right now).
