XeTeX encoding support of texinfo.tex ver. 2016-01-04.21 does not function.

In the case of texinfo.tex ver. 2016-01-04.21,
\XeTeXinputencoding is effective only within texinfo.tex itself.
I've made a patch that solve the problem.
