I feel it's too big a change to put into the 6.1 release. After the Unicode support has been included, texinfo.tex can be uploaded to ftp.gnu.org for recommended use, so it will not have to wait until a subsequent Texinfo release before it's available for users who aren't interested in using code which hasn't undergone as much scrutiny.
