Please clone the gawk repo and switch to feature/latex-support.
git clone https://git.savannah.gnu.org/r/gawk.git
cd gawk
git checkout feature/latex-support
./bootstrap.sh && ./configure && make -j
cd doc
makeinfo --latex gawk.texi
pdflatex gawk.tex
For me it dies like so:

If you wish to make changes and test, please edit gawktexi.in and then
use 'make gawk.texi' to get input for makeinfo.
I'm using makeinfo 7.0.1 and the texinfo.tex from the texinfo-7.0.1
distribution.
