I have not changed my mind, having refs in section names seems to be
used in some contexts for documentation writing, so I still think that
it is good to have. There was a recent case of
https://lists.gnu.org/archive/html/bug-texinfo/2022-11/msg00202.html
with a use case that was incorrect, but an expectation that refs in
section names could work.
