I'm not sure what exactly is going on, but you _are_ making a mistake: the files fdl.texi and gpl.texi are supposed to be @include'd by other Texinfo files, not processed separately. There's a comment at the beginning of each one of them saying that. Why are you processing them as separate Texinfo documents?
