I don't know if TEXINFO_LANGUAGE_DIRECTORIES is necessary, but if so
the name is confusing, as you would think it is something to do with
human languages like English or French, not the "Texinfo language".

I'll have to try to understand how this fits in with the other changes
for where configuration files are looked for.

I see this variable is not documented anywhere - is this because it is
not supposed to be used by the user?
