It appears to be possible to upload to subdirectories of
ftp.gnu.org/gnu/texinfo, pursuant to Info node "(maintain)FTP Upload Directory
Trees".
I have done this so the new files are at
https://ftp.gnu.org/gnu/texinfo/htmlxref.d/
We could upload a stub file to replace htmlxref.cnf to direct to
the new locations.
I considered putting it on the webpages (like the XML DTDs that are under
https://www.gnu.org/software/texinfo/dtd/), but for more frequently updated
files, it will be easier for me to upload via FTP than using CVS to update
the webpages.
