I've made the changes I proposed to texinfo.tex and have changed the default sort strings used for most of the accented characters in the Latin-1 block. (commit 836b8924560, 2026-04-26). This should cover nearly all of the characters used for French. There is still the possibility to make changes in the translation files (like txi-fr.tex) as well, although these would take longer to become prevalent among users than changes to the base texinfo.tex file.
