Hello, There could be different settings in the main Texinfo directory, and in the texi2any tta directory, since in tta/ the build flags and compiler should be compatible with Perl building flags. Therefore, using configure --config-cache/--cache-file arguments is very risky in Texinfo. The features found in the main directory may be different from the features available in texi2any. Using cached values could bring in values found for the main directory that are not correct in the context of texi2any.
We got bitten by that in the CI, we use clang with specific flags in a test platform, but tta uses gcc with other flags because this is what was used to build Perl, as found out by Bruno. We passed --config-cache which lead to an header file being detected as being present with clang begin also present in tta, while the gcc used to build Perl does not have this file.
