cat with binary files

Hello.

I am using

     echo $BASH_VERSION
     2.02.1(2)-release

and

     Cygwin B20

--> Is there a way to make  cat  work for binary files ?

The documentation mentions that binary might not work if the registry has
been fiddled with, but does not say what to do.
I have not touched the registry.
