It is expecting a openssl like certificate folder. You would have the same problem if manually using openssl.exe (openssl s_client). It's unfortunate not being able to use windows certificates, but there doesn't seem to be an (easy?) way to query if a certificate is ok. AFAIK, the windows APIs expect to completely deal with the connection themselves.
Improvements in that field would be welcome, of course.
