Chris Peterson found a simple solution for his case:
"I found a work around by using wget --tries=1 and then on failure looping on:
truncate -s 1024 ; wget -c --tries=1"
Thanks for sharing, Chris.
Since the problem seems to be a rare case (buggy proxy) and we are not
responsible for work around each broken software out there, I close this bug
as 'Wont fix'.
If you think that Wget is the correct address to fix the problem, feel free to
reopen. In this case please come with details like software name and version
and if possible with a real-world URL where we can see and test this special
behavior.
