This occurs because you are running a version of Wget that was compiled without IRI support.
See. the output of `wget --version`, it shows "-iri". However you tried to explicitly set the encodings which requires IRI support. Either remove the --remote-encoding and --local-encoding switches, or use a version of Wget with IRI support compiled in.
