When -nc is used by itself and causes the file to be skipped, the output is:
> File 'foo' already there; not retrieving.
If combined with --content-disposition, the output looks like:
> Resolving...
> Connecting to...
> HTTP request sent, awaiting response... 200 OK
Presumably because it has to connect to the server to get the
Content-Disposition header.
However, I expected some logging to indicate that the file is not being
downloaded because it already exists.
Tested on wget 1.25.0 (the Release field on the bug form only goes up to
1.20).
