One clarification: I still agree with that sentiment, however it would
be prudent to verify
1) that a person running JAWS indeed can run winboard with the speech
if we don't ship the DLL
2) that a person not running JAWS can run winboard without error if we
don't ship the DLL
I kind of assumed both of those would be true, but it makes sense to be
sure.
