The WinBoard install includes both a .hlp and a .chm help file. '
It tries to launch the WinHlp32 viewr first to display the .hlp file,
and if it gets an error message for that, it automatically launches the html-help viewer.
Your system seems to prefer to direct the error message at the user, however.

What might help is delete the winboard.hlp file from the WinBoard folder.
and use the WB help menu again.

If that fails, you can always directly click the winboard.chm in the WinBoard folder.
