Unfortunately, Xboard is not a cocoa app, It is built off of GTK2. As such it does not automatically communicate with VoiceOver, except the menubar which is cocoa. I fear this is really a limitation of gtkmacintegration library and out of our hands.
Since xboard can enter moves via touchtype, one thing that we can do is have xboard relay the last move made with the terminal command say “whateverMove” And OSX will speak it. But there is still no way to navigate the menu windows. Maybe Harm has some other ideas we can do with that terminal command But this would be outside of VoiceOver and would be a little limited.
