1) flash the device with 10/27 or 10/28 testing image
2) after flash the device will turn off at first (see it as first boot)
3) ssh neo- can't work
4) reboot the device (second boot)
5) ssh neo again than work
Reproduceable:
9 out of 10 tries

problem. block with #1738.
use the testing branch image flash at 10/28, opkg update/upgrade at 10/29
