I believe John Lee has set the kernels (and in fact rootfs) in the Testing
repo place to current stable kernel branch, which has these fixes already.
So you should be OK just using that directly. He sent out this URL:

Great. I'm going to close this then, because we won't be backporting the
ton of changes to PMU to 2.6.24 tree. Rootfs-es are going to need to
start getting ready for running 2.6.28 stuff with changed sysfs etc.

Someone on the community mailing list did a trace of the sigabrt and found
that it was dying in the drop shadow module. I unloaded that module and
have found there are a lot less errors when using SOFTWARE_16 engine. I
went through all the items on the wrench settings application and found a
few more that caused the error when starting (e.g. Themes). I unloaded
all that caused an error. Now the only time I will get an error is
occasionally when I am switching from the home screen to an already
running applications.

15 mins is the dns query time and definitely cannot be controlled by
installer. this is in fact blocked by #2056.
