No, it should not be. The bootstrap contains only the essientell parts to get the infrastructure running. Just because it is useful is not a reason to get it into the bootstrap. The package that used to contain packages.7 (pkgtools/pkgmanpages) was removed because it was outdated and the redundant to the pkgsrc guide. The latter should be considered the authoritive set and can be found in pkgsrc/doc/pkgsrc.txt. Joerg
