Apache 1.3.x won't log to a file larger than 2GB under Linux

Linux under kernel 2.4.x no longer has a 2GB file limit, though Apache still 
has this limitation and will not log to a logfile that is larger than 2GB.  I 
originally reported this on the RedHat Bugzilla page and they requested I post 
an RFE here for the fix.  See the attached link for details on the bug and 
RedHat's replies.
