mod_include doesn't work when used in mod_vhost_alias

I am fairly confident that mod_include works with and without mod_vhost_alias.

You also need to have "Options Includes" set for the relevant directories.
And not that for <Directory> containers, apache does not adjust the
pathname when following a symbolic link.
