binbuild.sh does not allow customization of configure arguments

I see nothing wrong with the default invocation of binbuild.sh producing the
binaries as Apache distributes them, but:
  1) These builds omit critical things like building with DSO support,
     not to mention EAPI, mod_ssl, etc, all of which (barring legal
     wranglings) should be made part of standard binary sets.
  2) Though binbuild.sh is easily hackable to fit the need, the lack of
     a non-standard binary distributable build tool is rather glaring
     and inexplicable.
