the dan layout is uninteresting:  it just defines a new server, data, and log
root and $SERVERROOT just reflects that path.   I install into fresh roots for
everything, so it isn't the case that old modules are somehow laying around.  My
old version of mod_proxy is under a different tree, has a different time stamp
and a different md5 sum.  so it isn't that.  And past that, I get the same
result if I don't specify a custom layout.

the modules are loaded in my httpd.conf like so:

LoadModule proxy_module modules/mod_proxy.so
LoadModule proxy_connect_module modules/mod_proxy_connect.so  
LoadModule proxy_http_module  modules/mod_proxy_http.so
