I suspect the network stack still. Stopping network AntiVirus or Firewall drivers WILL NOT CLEAR UP THE PROBLEM. They remain loaded, even if they are nonfunctioning, their disfunctional behavior remains. Please try disabling AV and Firewall, then restarting the machine with those products altogether disabled. Confirm they did not start.
